Admin API

VALR-internal operator endpoints — the surface behind the payments-admin operator UI. These are not part of the frontend/institution contract and require operator roles.

Admin routes are not proxied or route-rewritten — each service serves its own /admin/* paths — but they are federated here into one place and grouped by function, not split by service. The owning service is called out per endpoint (in the operation's tag/description), so which service serves it stays clear without turning it into a navigation split.
