Resolve admin user ids to display names (admin)

/admin/keycloak/users/lookup

Resolves Keycloak user ids (UUIDs) to display names so payments-admin can show who proposed, approved or triggered something. Read-only, so it sits at the management:user baseline. Ids that can't be resolved (including non-UUID ids) are omitted from the result; the map is empty when Keycloak user lookup is disabled.
