Look up bulk-withdrawal fees by pubsub request id (internal)

Internal, HMAC-signed. Used by the projectx fiat-withdrawal fee backfill. Scoped to the trusted internal account (X-INTERNAL-VALR-ACCOUNT-ID), never a body-supplied one. Results keep the request order (duplicates collapsed); ids that match no withdrawal on the account are omitted.
