Resume an API batch whose execution failed after the fee was charged (admin)

POST 
/admin/bulk-withdrawals/batches/:id/resume-api-execution

Re-runs execution for a PENDING_APPROVAL batch created through the API. The fee charge is idempotent per batch id, so the re-run is safe. Web batches are refused. Requires role management:withdrawal:editor.
