Restore an archived beneficiary

POST 
/payments/bulk-withdrawals/beneficiaries/:id/restore

Returns an archived (soft-deleted) beneficiary to the live list and returns it. Scoped to the entity's PAYOUT subaccount; an absent, live, or other subaccount's beneficiary is a 404. Never conflicts: a beneficiary's bank and account number stay reserved while it is archived.
