List subscribable event types

Every event type a subscription can list in eventTypes: the built-in types in a fixed order, then service-registered types by name. Same set the create and update validation accepts, so clients build their picker from this rather than hardcoding it.

Requires the webhooks.subscription.read permission in the selected entity.
