Portfolio value history in one reference currency

GET 
/portfolio/:referenceCurrency/total

As GET /portfolio/total, but valued in a single reference currency. Each PnL field is then a bare decimal string rather than a map of currency short name to decimal string. Gated by treasury.balances.read, and subject to the same PORTFOLIO_TRACKER_ACTIVE feature gate.

Object keyed by ISO-8601 date, same fields as GET /portfolio/total with bare decimal strings as values. Untyped for the same reason: forwarded verbatim from the portfolio-tracker service when PORTFOLIO_TRACKER_PROXY_ENABLED is on; shape owned by that service.
